Cisco 3800 Series Router Console can not input

I'm attempting to send commands to a 3800 series router which is in rommon mode. When I connect via console, I'm able to read the screen, but cannot echo commands to it. I've checked and tried 3 different 9600 baud rate configs. This wasn't an issue until last week, now when I connect to it, I'm constantly getting the message below:

System Bootstrap, Version 12.3(11r)T1, RELEASE SOFTWARE (fc1)
Technical Support: http://www.cisco.com/techsupport .......

Total memory size = 256 MB - DIMM0.......

Upgrade ROMMON initialized

I've used 2 different cables to make sure that wasn't an issue. This problem is on two Cisco 3800 routers I have. FYI, I want to use the router in rommon mode. Thank you.

Try restarting the 3850 with console connected

Hello

type confreg

then check or change the baud rate if applicable

I used confreg to set the baud rate, and the issue persisted. I'm now using a different system to console into the router and the problem no longer exists. It seems there's some problem between my first pc and the router. While the issue is resolved for now, I'd still like to figure out the original problem.
