Cisco 881, all LEDs are lit except OK

Hi, my Cisco 881 router is behaving strangely, I have not found a description of this behavior in the manual. When I turn it on, the LEDs in the bottom row light up green, sometimes the PPP LED also lights up. At the same time the OK LED is not lit, the router does not react to anything, such as connecting to a PC via Console port or trying to reset it with a reset button on the case. Thanks in advance, this is my first experience with Cisco.

Is the lower row of LED always on? 

It looks like the router is failing to boot or failing POST.

Yes, as soon as I apply power, all the bottom row immediately turns green (except POE 0, it's amber). Nothing blinks or anything like that.

I think the router is fried.
