I'm having a challenge bringing up the GigabitEthernet0/0/4 port on our router. Our router is located in a data center and is directly connected to our provider PE router via a DC cross-connect within the same building through demarcation. There is no last-mile provider involved. We had a similar issue for another cross-connection in a different DC, and we fixed it by disabling auto-negotiation on the CE interface. (Same Cisco router model, same port and same type of cross-connect, Single-mode fiber)
Has anyone come across this type of issue and is there anything else I can try to resolve this problem?
Connection routing:
CE router (Cisco) > customer demarcation > DC cross connect > provider demarcation > PE router (Nokia)
Observations and troubleshooting performed:
1) RX TX values are looking good at PE port.
2) PE port is admin up and operational status is down.
3) RX TX value are looking good at CE port.
4) No negotiate auto used instead of negotiation auto but no luck.
5) Fiber polarity changed and reversed at CE port but port still down.
6) Cisco SFP (GLC-LH-SMD) changed, and negotiation setting toggled but port still down.
7) CE port shut / no shut but port still down.

Are you sure the dc cross connect fibre is the same end-to-end?
Do you have the correct cabling /sfps and are they compatible and working, have you to tested them locally?
The past I have ended up having to use a condition mode cable as the interconnect fibre was found to be mixed mode

The data centre only provides single-mode fibre (SMF) for cross-connects, not multi-mode fiber (MMF) or unshielded twisted pair (UTP). The SFP module we used on our CE router is the correct type. As I mentioned in my problem statement, we have the same type of connection in another country with the same data centre provider, and the CE interface came up there after we disabled auto-negotiation. However, in this case, it is still not working.

Upon further investigation, it was found that the PE port speed was set as 100. It was changed to 1000 and the CE port came up.
