Cisco ISR 4451 Router Licensing

I'm having trouble in licensing our new 4451x ISR's. Does anyone know the correct procedure?

First you order your licence, and you should get a PAK code.

Then head over to the licencing portal and enter all the details.

Then activate the licences on your 4451.
