Cisco Router Throuput

I have 30 branches connected to HQ.

each branch has 4Mbps connection and HQ has 120Mbps.

the branches connected with HQ through IPsec tunnels.

which router will be suitable to me that can handle 120Mbps connection

Yes, there's often some loss, but the ISR 4K series limit their performance so that they can often meet their performance spec regardless of their configuration and/or traffic kind.

4321 (likely need performance upgrade license), 4331 (might need performance upgrade license) or 4351.

according to the datasheet of these models:

ISR 4331 has a speed of 100Mbps and can be upgraded to 300Mbps

ISR 4351 has a speed of 200Mbps and can be upgraded to 400Mbps

but these numbers I think without running any function like IPsec.

with IPsec, the throughput will be decreased, right?

As suggested by Joseph, the ISR 4k would also be my choice. But perhaps you will also need the HSEC license because IPsec throughput is limited to 85 MBit/s per direction without this license.
