Client to gateway con 4321

¿Es posible implementar Client to Gateway VPN (20 clientes) con un 4321 u 4331 y que se requiere adquirir (Licencias, software extra, hardware extra) aparte del equipo?

PD. Los clientes son principalmente laptops que se conectan desde ubicaciones diferentes (cibercafés, wifi-gratuitos, oficinas ajenas) y usan recursos compartidos y motores de bases de datos ubicados en la LAN.
