To support VPN your 1841 should be running a feature set such as Advanced Security or Advanced IP Services. What feature set is your 1841 running? If you are not sure you might post the output of show version and we can tell you.
Or you can tell directly whether your router supports VPN by attempting to configure a VPN feature. You might try something like:
crypto isakmp policy 10
or:
crypto map testmap 10 ipsec-isakmp
If either of these are accepted then your 1841 will support VPN. If the 1841 responds with invalid input then your 1841 is running a feature set that does not support VPN and you will need to upgrade your feature set to be able to do VPN.

Both of these routers are running the IP BASE feature set and this feature set does not support VPN. To be able to support VPN you would need to upgrade the feature set on at least one of these routers.
