clock rate int serial

I have to routers connected directly with the serial interfaces

router1-ser0/0|DTE----DCE|ser0/0 router2

Router2(config-if)#clock rate 2000000

%error: unsupported clock rate for this interface

??maximum value I'm able to put is 128kbps

IOS version 12.4

I guess it's a bug on this IOS....

I tested on the version 12.2(24a) doesn't give this problem...
