Configuration failed on application of QoS to VLAN interface

i cannot apply QOS to a vlan interface, it says configuration failed and i'm wondering why.

see version of my ios

Cisco IOS Software, 2800 Software (C2800NM-IPBASE-M), Version 12.4(15)T10, RELEASE SOFTWARE (fc3)

what Qos feature are you trying to apply ?

its a traffic policing QoS configuration.

when i tried putting in service-policy output int vl89...i get the configuration failed error

Policing is not supported per SVI

i disagree with you on that, i've applied this same policy to some routers in my network and it worked, did a little research and found that it works on

cisco IOS 12.4 (17b), i would conclude that my IOS is not supported for the QoS policy, probably have to use CAR..thanks all the same
