Hello guys, aside from VPN how to connect remote networks like a local LAN? For example, connect 3 different offices in 3 different cities. Controlled by a Central IT.

If I understand good you want to know how to interconnect 3 offices networks without using vpn?
If Yes, you can use:
- simple GRE tunnels (with ipsec encryption)
- dmvpn
- mpls

For DMVPN, here is a Cisco doc:

There are many others.
For simple GRE tunnels, it's more a simple task that you have to manage. Compared to DMVPN, the advantage of dmvpn is that full mesh is done automatically.
For mpls it's a bit more complicated and I would recommend to move forward with dmvpn or gre instead.

If you need more assistance I could help you building configs but I would need more information (sketch, ips, who will be hubs and spokes, dynamic routing protocol to use between eigrp, ospf and bgp)
