CoPP: Exceed vs. Violate

Studying for ENCOR, I ran across this bit of configuration: 

 

policy-map POLICY-CoPP
class CLASS-CoPP-ICMP
police 8000 conform-action transmit exceed-action transmit
violate-action drop

 

What is the difference between exceed-action and violate-action

In simple terms that police statement has two speed/bandwidth levels. The first separates conform/exceed, the second separates exceed/violate. The latter being equal to or greater than the former.

This allows you to treat bandwidth consumption "okay" differently from too much and much/way too much.
