We have following device:
roTRO31#show version | include ^cisco cisco C1113-8PLTEEA (1RU) processor with 1398091K/6147K bytes of memory. roTRO31#show license all | include ^Cisco 1100 Cisco 1100 Series with 8 LAN Ports, Security License (ISR_1100_8P_Security): Cisco 1100 Series with 8 LAN Ports, 200 Mbps IPSEC Throughput License (ISR_1100_8P_IPSEC_Throughput_200Mbps): roTRO31#show version | include image System image file is "bootflash:c1100-universalk9.16.12.04.SPA.bin"
But we cant create a custom NBAR rule:
roTRO31(config)#ip nbar ? http-services Enable HTTP services (URL to use is /flash/nbar2/home.html) protocol-pack Protocol Pack
This feature is even supported on Catalyst 9200 switches now. Is there a different syntax for this feature?

you need the application experience license in order to have support for NBAR.
