i need to know if the Cisco 1921 can support Data License and also if this license comes by default.

Hi,

First of all yes Data technology package is supported to be more exact packet have name: datak9 but its repllaced by App lciense (appxk9).
If you ordered this router from Cisco with data license this feature will be instaled by cisco in factory. If you didn't then your router will come with universal image on which you can activate this feature by command: license install <path to license file>.
