Can anybody give me links from where i get meaning of
DCD=up DSR=down DTR=up RTS=up CTS=up
in details for troubleshooting prpose

I think you should check the chapter on dialing solutions of the IOS configuration guide:

Hi Majesh
DCD - This signal is output by the DCE to indicate that a valid carrier has been detected.
DTR - This signal is output by the DTE to indicate that it is ready for communication.
DSR - This signal is output by the DCE (in response to DTR) to indicate that it has been switched on and connected to the communications channel.
RTS - This signal is output by the DTE to indicate that it is ready to send data.
CTS - This signal is output by the DCE to acknowledge RTS and to indicate that it is ready for data transmission.
