We are getting DDR4 init/training failed in Catalyst 9200L-24P-4G Switch while booting.

The memory on these is soldered to the mainboard. You won't be able to fix this yourself
You will either have to aqcuire a new switch, or you'll need to renew your service agreement.

so this is a hardware issue ?
there is no way to solve it ? like giving new ios image or something else !
