I am trying to downgrade an ASR 1001-x from 16.6.4 to 3.16.6. I currently have a boot statement configured which is booting into the required code, however I feel this is a temporary solution and not a full downgrade. I used this document for my procedure. This is a stand-alone router.
I've tried the following commands...
R1#sh bootvar
BOOT variable = bootflash:asr1001x-universalk9.03.16.06.S.155-3.S6-ext.SPA.bin,1;
CONFIG_FILE variable does not exist
BOOTLDR variable does not exist
Configuration register is 0x2102
Standby not ready to show bootvar

I think I know why it's not working: Install Mode.
What happens if you just boot the 3.16.6 image (Bundle Mode)?

It boots fine with the bootvar set. I reviewed the standards for the organization and I have it setup correctly. Guess this was a non-issue.
Thanks
