I have followed the instructions from the Cisco web site but I have not successfully deleted the VLAN.dat. Per the instructions after you perform the wr erase and reload, from privilage mode enter erase cat_4000:flash

it's probably still in flash
in priv mode, run
dir cat4000_flash:
if vlan.dat is still there, then you would need to delete it then reload.
hence, in priv mode
delete cat4000_flash:vlan.dat
