Frame-relay is a leased line based technology, both for private line (you order, you worry) and MPLS VPNS. (you order, the carrier issupposed to worry).

As Vmiller notes, you normally use serial port leased lines for frame-relay, however unlike end-to-end (i.e. between your sites) lease lines, you only lease a line to the nearest frame-relay pop.

Often the lease lines can be obtained and used with frame-relay as fractional T1/E1, full T1/E1, MLPPP T1/E1, fractional T3/E3 or full T3/E3.  Faster than T3/E3 you normally would look to use a technology newer than frame-relay.
