Any help on the following questions would be appreciated:
Would the ingress port on a service provider check and enforced the FRTS parameter setting on the router (CIR, Bc, Be, minCIR)?
How does the service provider ensure SLA within the cloud?
I have this understanding that the configured-CIR on the router is the only FRTS parameter relevant within a service provider cloud, i.e. enforced the service-provider CIR.
The service provider would have no idea of the Tc, Bc, and Be FRTS configuration on the router except that it will mark as DE all traffic beyond the service provider CIR. Is this right?
Also, should I turn off WFQ on an FR interface enabled for FRTS?
Thanks.

Thats correct. SP;s use wan switches like Cisco MGX, IGX or other vendor switches. These switches only limit the port speed. Bc, Be values configured on end user routers are local to that router. Not all service providers enforce the DE bit marking and dropping of packets. Its generally recommended to perform a no fair-queue command on a FRTS enabled interface. If using CBWFQ with FRTS, you could apply FRTS for one class, while WFQ for another class.

- SP Port speed are the FRTS access rate (AR), right?
- The IOS that I have does have FRTS implementation within CBWFQ. Would you have any idea what IOS version is this supported?
Thanks.

Look at this link. It tells you about minimum IOS versions required.
