Full T1 Works on 3250, Does not work on 1700

Hi,

I've got a full t1 circuit problem I cannot resolve.

I don't manage the device at the other end of the circuit. 

Config for both of my routers is the barest minimum on both routers:

!

interface Serial0/0

bandwidth 1536

ip address xx.yy.xxx.zzz 255.255.255.252

no fair-queue

service-module t1 timeslots 1-24

no cdp enable

!3250 router #1 goes up/up

Cisco 3250 v 12.4 with wic 1DSU-T1

All manner of advanced ping patterns are successful and do not generate errors on the interface.

!1700 router #2 down/down

Cisco 1700 version 15.something with HWIC 1DSU-T1 circuit is down/down

Debug complains no clock found on the 1700.

I've got a second 1700 that is known working and two more HWICs and I get the same down/down no clock found with all combinations of HWIC and router.  Telco claims line tests clean and it is with an old router.

What else can I try? 

What interface information might help?

BTW, I can loopback  the 1700's locally and both units go up/up with all HWIC's.
