How do i use a license?

I have a C8200-1N-4T, IOS XE Version 17.09.05a, with license ROUT-P-C8200-E-7Y.

The license shows up in software.cisco.com as three separate items: "Router US Export License", "Routing DNA Essentials Tier0" and "Routing Network Essentials Tier2".

The router does DMVPN only, no DNA.

Software.cisco.com shows "in use" for the Export License (HSEC).

Software.cisco.com shows "Available to use" for the others, but "0 used".

How do i get my licenses to be "in use"?

The router itself complains with this error:

%CRYPTO_SL_TP_LEVELS-6-TP_LEVEL_BLOCKED: Network Essentials is enabled, higher throughput blocked

show license summary:

License Usage:
License Entitlement Tag Count Status
-----------------------------------------------------------------------------
network-essentials_T2 (NWSTACK_T2_E) 1 IN USE
Router US Export Lic... (DNA_HSEC) 1 IN USE

show license status:

I do not get any errors from license commands. e.g. "license smart sync local" does not complain, "debug license ..." does not show any errors.

Communication is via a squid proxy to cisco. The proxy log shows successful transfers.

Hello,

It is likely this bug: https://bst.cisco.com/bugsearch/bug/CSCvz82148
In which case it is purely cosmetic and can be ignored. Contact TAC if you want them to verify that this is the issue.

ok, so the errormessage is no error.

But still, how do i get software.cisco.com to see the license as "in use". And what impact does it have, if i keep it at "0 in use"?
