How to Activate or Enable firewall license FLSASR1-FW on ASR

Hello all,

We just received our new ASR 1001-X routers.  They were ordered with the firewall license (FLSASR1-FW), and when I run:

show license

I do see:

Index 14 Feature: firewall                       
        Period left: Life time
        License Type: Permanent
        License State: Active, Not in Use
        License Count: Non-Counted
        License Priority: Medium

But I don't know how to activate it or enable the license.  What am I missing?  I have already tried accepting the EULA and rebooting.  No luck.  

The zone command is not available to me right now.  

I'm disappointed in myself not to find the fix here...

Did you user the command license boot level when you're in conf t mode?

I just did and rebooted, no affect.  We only have ipbase, and this firewall license.  My only options for boot level is ipbase, advipservices, and adventerprise.

Can you try activating boot level adventerprise?
Not 100% sure, but i recall that you need advance Enterprise for firewall license.
