How to assign up/down bandwidth for subscriber on PPPoE Server?

Hello all, hope you are doing great.

I'm  planning to deploy PPPoE Server (Cisco Router 7609) for an ISP. This ISP  will provide Internet connection for customer over Ethernet (QinQ VLAN).

I  have to provide a solution to assign bandwidth to each customer by  RADIUS. I found some documents about this function but they said that it could work with PPPoA or PPPoE over ATM only. So which method I shoud deploy to get this goal?

If you have any experience with equivalent function, please help me. Thank you very much.

I think only alternative I could see is BAP (Bandwidth Allocation Protocol). Though I see it's just used in Multilink.
