I have this Lab and i'm thinking how to configurate this 2 ISP = 4 interfaces.
Who can help me?
Do i need to subneting the IP 209.168.16.0/24 ?

Can you elaborate a little more-
Are you wanting inter-site traffic prefer to route west-east & east-west and use each sites isp connection for internet traffic and for site-site resiliency.
What type of isp service is being provided to the sites,( ethernet, gre/ipsec/mpls/vpls, etc..)

post the zipped Packet Tracer project (.pkt) file.
As for the subnetting, if you need to use the range 209.168.16.0/16, you can subnet into 4 subnets and use three of them for the inter-ISP and the Router-to-ISP links:
Subnet: 209.168.16.64/26
Host Address Range: 209.168.16.1 - 209.168.16.62
Subnet: 209.168.16.0/26
Host Address Range: 209.168.16.65 - 209.168.16.126
Subnet: 209.168.16.128/26
Host Address Range: 209.168.16.129 - 209.168.16.191
Subnet: 209.168.16.192/26
Host Address Range: 209.168.16.193 - 209.168.16.254
