How to configure Committed Access Rate on Cisco 4000 Series Integrated Services Routers ?

The CAR command  can be configured on C3900 series, but I can not configured it on Cisco ISR4331, How to configured ? thanks!

Command for example:

int s0/0

rate-limit output access-group 100 64000 1000 1000 conform-action set-prec-transmit 3 exceed-action drop

Later IOS versios might have eliminated the interface rate-limit command because a police statement, within a MQC policy, should be able to accomplish similar.
