Distribution lists are used to specify what you're willing to advertise or receive. Suppose you were learning a 192.168.1.0/24 route on fa0/0, but you didn't want to advertise this route to any other neighbor. You could create a distribution list and apply it outbound denying the advertisement of that route out. Same rule applies inbound. You can deny a route from being received, or permit certain routes, by creating a distribution list and applying it inbound.
