Hi,
Is this link back to back or going through a telco CSU/DSU.
The symtoms indicate a physical layer problem, you need to engage with the Telco in order to have or perform Loop test.

Hi,
You can try to change the serial cable for testing If you have got the new one. If the problem still exists,I would make a call ISP for helping me troubleshoot CSU/DSU,including loop test.
