Incoming Bandwidth Throttling Query

We have a customer who has an incoming connection with 10MB/down bandwidth availble to them. They want to throttle this down to about 5MB/down because they are billed by how much bandwidth they use. Is there a Cisco product that would be able to do this for them?

Do they have a router ? They can configure traffic shaping on the outgoing to LAN, for the same effect, or CAR in the incoming, the first would be preferable because the second is somewhat harsh on tcp and applications may react badly.

They are currently using an old SonicWall PRO 230 as their router. This router has the ability to cap outgoing bandwidth, but not incoming bandwidth which is what we need.
