Yes, it's adding route into the network. Configuring a static route and redistributing it into IGP or BGP would be considered route injection.
There's is also RRI (reverse route injection) that can be configured on VPN profiles in ASA and IOS. If VPN tunnel is up, the router automatically injects a static RRI route for the remote VPN site destination, and then you redisribute those routes into IGP. If VPN fails, the route disappears.
