how can I configure a Catalyst 3750, which interface is patched on the ISP router

(internet uplink bandwidth = 20Mbps with)

to allow all active users are sharing the bandwidth (either 5, 50, 100, user simultaneously ... in internet surfing. right now it's like when a user starts a larger download that it uses the bulk of the bandwidth, and other users can reach all remaining extremely slow access times. thanks for your support!

if you are using a switch as a edge device with the ISP no a router your options are limited

what you can do is to match certain type of traffic onm th einput interfaces and police this traffic to a certain amount of bandwidth for example match FTP if its more than 5 Mbp then start droping the extra trafftic

wish this help

Practically impossible to regulate inbound bandwidth to insure quality, even when severely capping various traffic type's allowable bandwidth.  You need to be able to manage the congestion point's egress.  So, for example, when you note problem occurs when someone starts a larger download, you would need to manage the ISP side of the link.

Assuming you can manage the egress bottleneck, most L3 switches QoS features often make it difficult do such congestion management really well.  For 20 Mbps, would recommend a small router with base IOS feature set to manage the congestion.  Again, though, the ISP side could be an issue.
