Ip address dhcp issue

I have 2x 1941 routers that i connect both WAN interfaces to a Netgear DSL router or I connect all three connections to ports on the same vlan on my 2960 switch. I configure the WAN interfaces on the router to receive IP address via DHCP.
None of routers receive an IP address or sometimes only one of them. Even if I release and renew the lease nothing happens. However if I connect a laptop to the port the laptop receives an IP address without a issue. The same issue happens with different Cisco routers too.
When I run a DHCP debug on the router i receive the following message repeatedly.

*:19:27.071: DHCP: rcv nak in Selecting state: punt

Could you do a simple drawing of the topology.
Post configs from 1941s and the dhcp scopes from the Netgear.
