Which cisco router do support the IPSEC Tunnel feature?what other specification should be consider while buying a new router for IPSEC tunnel.

I believe that pretty much any Cisco router can support IPSec tunnels. It is questions like how many tunnels, and what other features that will lead to a choice of which router model is the best choice for you.
What is more important to consider than router model in terms of support for IPSec tunnels is the feature set or the license. In older generations of router IOS the feature set determined whether IPSec tunnels are supported and you would usually need something like the Advanced Security or Advanced Enterprise feature set to get support for IPSec tunnels. In the newer generation of Cisco routers that use the Universal IOS you are controlled by the license that is on the router and would need the Security license to get support for IPSec tunnels.
