IPSec tunneling with HSRP

hi guys, for IPsec tunneling . which router to which router do i use if there's HSRP at the right side. and i want the 2 circled intranet to communicate with each other ? 

i've tried puting the ipsec tunneling between this 2 router . but it seems like it's not working.. there's HSRP at the right side (left standby , right active) the access-list i've put is the two intranet (not the 10.21.0.0/30 or 10.21.0.4/30)

The two router dont connect via l2 link ( directly or via SW)

So I surprise that hsrp work

I think both hsrp is active 

And ipsec not work since remote and local LAN is same.

the left side router is active while the right side is standby. 

let's say if it's 10.17.0.0/23 --> 10.20.0.0/23 + 10.19.0.0/27 does it work ?

Yes ipsec work for different LAN.
