is it each WAN ip connect to internet must be unique???any circumstances can WAN ip from 2 locations be same?

Any interface on the Internet (or within a given network) must be unique.

Having duplicate adddresses will (almost always)cause routing problems.

In addtion, if the IP address was outside the scope of the ISP's block, it would never be routed to the destination. If the two stations using the same address were in the same ISP's block, it's likely that both would have connectivity problems, or, at best, one would be ignored.

MAC addresses could conceivably NOT be globally unique, because their identity is masked by intermediate routers.

Not sure what the questions is but ip address must be unique period. If there are devices/interfaces with the same ip address, there will be problem - duplicate ip address - the ip communication to that duplicate ip address will fail - WAN or LAN.
