Please elaborate.  How was the equipment compromised?

If the router has boot into a prompt "rommon" or switch "switch:" then it means they are in ROMMON.

Only Cisco can erase or delete the ROMMON.  That partition of the flash is locked.

What is the model of the equipment?

C1111. But does it matter?

Use the command

factory-reset all

and it will completely wipe the contents of the flash including other partition.

To put a new firmware back in, copy the firmware from a USB thumb drive into the flash.

Does it remove the firmware AND bootloader?

Remove the bootloader, in this case it is called ROMMON, and the router is dead.  As in dead-as-a-doornail dead.

Would the person who came up with this idea please share the reason(s) why removing the bootloader/ROMMON is a good idea?  Has this person seen someone done this before?
