Is valid ARP required for a route to be active?

Say the L3 switch or router is not directly connected to its next hop router.

How would it know if the route is valid, to put it in the routing table?

Is a valid ARP entry required for a route to be active?

I'm trying to determine if the router is smart enough to withdraw the route, if/when it can't ARP for the next-hop.

I don't believe that the route will be withdrawn due to an arp adjacency failure.
