I have a customer that wants ISDN backup to dial two different head ends. The first under normal circumstances and the second in case the first location disappears. Is there a link for that configuration on Cisco?

Are you going to use two different BRI interfaces ?
You can run a routing protocol such as eigrp or ospf and over the primary link (use DDR or Dialer profiles) and watch a prefix on the routing table. This can be used to trigger the backup isdn link.
If using the same BRI, I think you can use two dialer strings or dialer maps one after the other, and if first number is busy, it dials the second number.

You are going to have to use dialer profiles and create 2 dialer interfaces, use 2 different dialer groups. You may want to research on dialer pools because you have way more flexibility with this method.
