Considering this case:
Router: cisco 1711
Int F0 - set up as wan connection to cable modem. DHCP assigned IP. Primary wan port.
Int F1 (switch port) - setup as LAN port. IP 192.168.0.254.
Int F2 (switch port) - setup as backup WAN to verizon DSL modem (pppoe).
Setup inbound VPN on both wan ports.
Setup inbound port mapping on both wan to server.
How can the 1711 make a desicion when an internet link goes down?.
If it talks RIP with the two router-modems, I've heard that these modems (others than Cisco), even if the link goes down, they keep annoucing the route.
Please, refer to the attached file for a similar scenario...

I dont think there should be a problem with such a setup.The routing protocol which is RIP in this case will recognize when one of the link goes down and will stop advertising regarding that link. As a result all traffic will go undisturbed through the other link which is the backup to the primary link.
