ISR 1113 right to use licence

I have a ISR1113 with XE c1100-universalk9_ias.16.08.01.SPA.bin and I'm trying to activate the right to use licence with no joy. The Cisco configuration guide has no useful information on the licensing for this router and the right-to-use command documentation for other devices don't work for this router. 

The license I'm trying to activate is the security

I have run the command "license right-to-use move securityk9", which executed. I have reloaded to router and when I run "show license right-to-use" I get the following results:

 

Index 2 Feature: securityk9
Period left: Life time
License Type: RightToUse
License State: Active, Not in Use, EULA accepted
License Count: Non-Counted
License Priority: Low

 

This doesn't seem to have done anything useful because I still can's use the crypto commands to create VPN's.

What am I doing wrong? 

If Cisco have this documented somewhere they've hidden it astonishingly well.

I have found the solution to this. The following command is also needed in the config to load the feature set:

In config mode add the command:

license boot level securityk9

exit config, copy run start and then reload

yes you are correct.

The first command is just to accept the EULA

-> License State: Active, Not in Use, EULA accepted

the other is to activate the license after reboot

 

int the System Management Configuration Guide, Cisco IOS XE

you can find 

Table 1  RTU License StatesLicense State Description

Active, In Use

EULA was accepted and the license is in use after device reboot.

Active, Not In Use

EULA was accepted and the switch is ready to use when the license is enabled.

Not Activated

EULA was not accepted.
