ISR4431 wont take new boot variable after ios update

This ISR 4431 is running 16.9.3.  When i use the following to install 16.12.4 it appears to install correctly:

install add file ftp://username:password@10.10.5.13/isr4400-universalk9.16.12.04.SPA.bin activate commit

It prompts me to set the boot variable to packages.conf and set config-reg 0x2102

When i do this via "boot system flash bootflash:packages.conf" and then "show boot" it says:

BOOT variable = bootflash:isr4400-universalk9.16.09.03.SPA.bin,1;bootflash:packages.conf,1;

 

Why would it not be taking the boot variable i set?  When i reboot it loads the old image.

 - Try to clear any setting of the (previous) boot variable first with no boot... , then set your intended boot variable.

unfortunately the system accepts "no boot system" but it makes no difference to the boot variable.

Post the complete output to the command "sh run | include boot". 

I want to make sure you avoid CSCvg37458.

did you upgrade the ROMMON first?

the 4431 would need a minimum ROMMON version 16.7(4r) for IOS-XE 16.12.x upgrade.
