I have an ISR 4451-X not detecting any SM-ES3G-24-P service modules. I have tried all the commands I can think of:
show diag, show platform, show inventory, etc.
The router will not detect either of the cards I've tried on either SM slot.
Both SM-ES3G-24-Ps work in an older 2921.
Anyone have any ideas? The 4400 documentation lists the L2/3 SM-X cards as compatible.

It should "just work". It could be a hardware problem. Have you been able to test any other modules in the SM slots of the ISR 4451?

"Just work"
Yeah, that was my experience with previous generations.
Unfortunately, I can't test any other modules than the two I have.
The vendor asked if it was licensed correctly, but I don't think there's a license for SMs?

No, they should not require any special licensing. Licensing for the ISR 4k series is quite simple - see the ordering guide here: https://www.cisco.com/c/en/us/products/collateral/routers/4000-series-integrated-services-routers-isr/guide_c07-728759.html
I would raise a TAC case for this.

The "P" at the back means PoE.
I suspect, if the router does not have the correct power supply this switch module may not power up.
Have a look at the logs during the time when the switch module was inserted & and the logs.

This is the log, there's not a ton of info:
CMCC-3-SPA_ONLINE_REQ_TERMINATE: C1/0: cmcc: The online request for SPA in subslot 1/0 was terminated because retries were exceeded

Ha, saw that too. Platform is not listed as affect, but I am running affect version.
I don't have service contract, but exploring options now.
Thanks.

It's a reasonable thought, but unless Cisco changed the power requirements between the 2921, and the 4451, my experience differs.
I am able to power the SM's in the older 2921, which does not have the PoE module. I did wrestle with this concern, but I don't have a good way to test it. I will be checking the logs next like you mentioned, it's about all I have left before trying to seek a replacement.
