Issue with CISCO router cisco ISR4221/K9

Hi,

We are using cisco ISR4221/K9 router as terminal server to access some switches over console connection. However, when we try to connect those switches over console we are not getting any login prompt for credential input. It just gives blank screen. Need your advice whether this is an issue with software or the config. We are using Version 17.2.1r IOS on router. 

It would be helpful if any one can shed some ligh on this issue.

  - Check software version being used on the device , if it's somewhat older compared  to :
               https://software.cisco.com/download/home/286310700/type/282046477/release/Cupertino-17.9.5a
   and try again afterwards ,

in order to get help you should post the configuration of your router acting as terminal server remove public IP addresses and passwords.
