last packet in traceroute always times out

i just noticed but doesn't know the answer to this question. why does the last packet in a traceroute always times out ? thanks.

Traceroute output:

Router#tr 192.168.1.254

Type escape sequence to abort.

Tracing the route to 192.168.1.254

1 192.168.1.254 4 msec 4 msec *

If we are able to ping the network it means that there is no connectivity issue.Traceroute shows the ip address of the intermediate routers till the detination network.If some firewall is configured on the intermediate routers it would timeout.
