Latency with serial interfaces

Hi all!
I Have a quite simple network with 2 ISR3945 connecting with a back to back cable by 2 serial interface (G703) connected in 2mbps. Behind each of the routeur there is a switch with hosts.
when I ping from Host A to host B (not the same side of the WAN of course) the latency is about 3-4 ms. No problem with that.
But If I send some traffic (with Iperf) from host C to D, even 1Mbps traffic, the latency grows up to 25ms, with 3M I have up to 45ms.
I tried to tag my traffic and then apply CBWFQ with LLQ but there is no change.
Can someone explain why?
