Hello
I have 2 separate links going to the same site. Each link has its own router from the local Telecom hanging off each circuit. Can I use a 2821 to load balance over these 2 links with the telecom routers attached?

hi, we need more pictures on the setup.
do you mean there are 2 telecom routers going to a remote site, and you want a 2821 router to load balance to each telecom routers in order to reach remote site?

Likely, for outbound.
Since you mention a 2821, what's the links' bandwidths?

You should use BGP for that, so you will need an IOS with a Feature Set that supports it.
Also, Cisco 2821 can handle about 80Mbps of traffic (CEF-switched). If the trafic on your network is higher than that, you need a higher-end router.
