Cisco routers use syslog for logging. Syslog has a number of different levels depending on the severity of the issue being reported -
Emergency: 0
Alert: 1
Critical: 2
Error: 3
Warning: 4
Notice: 5
Informational: 6
Debug: 7
the numbers you see in the messages correspond to the numbers in the list above.
