MLPPP with framentation disabled

say we have disabled MLPPP fragmentation in the multilink group which is of 3xE1s, in case the round trip delay of the one link is more than the other two, will a out-of-order packet problem occur, or all the MLPPP frames are sent with seq no.

If there's no fragmentation, then there is no reason for the receiving side to keep packets latent in the input buffer - First In First Out (to the next step of processing). So out-of-order may still occur, but not on the router (it wouldn't care in this case) - on the ultimate IP destination.
