Monitor Upstream Internet Availability

Is there a way to use IPSLA to monitor my upstream internet path?

We keep have problems where our ISP continues sending routes to us, but fails somewhere upstream. Since we still have routes from them, we continue sending traffic out of our interface to them rather than shifting traffic to the backup link. I have been having to shut the port connected to them to make everything fail over properly.

Can I monitor 8.8.8.8 or some other IP address and have the port shut if a ping fails?

This assumes you have a static outbound route configured on your router.
