Moving a VOIP gateway router ISR 4451 from old switch to new switch

Hello guys,

I have an old switch and a new switch setup and both are connected directly to a core switch. Both old and new switches are set up the same. We'd want to migrate devices that connected to old switch to the new switch. We've moved everything to the new switch except only 1 VOIP router that can't be moved. First I moved the VOIP router to the new switch, but the router can't get online. I see the MAC address of VOIP router from the new switch's interface but I can't

ping

it from the network. I shut/no shut the new switch's interface and rebooted the VOIP router but no luck.  I moved the cable back to the old switch and it works

Old switch's interface configured for VOIP router:

interface Ethernet1/45
description VOIP router
switchport
switchport access vlan 12
spanning-tree port type edge
no shutdown

New switch's interface configured for VOIP router:

interface Ethernet1/23
description VOIP router
switchport
switchport access vlan 12
spanning-tree port type edge
no shutdown

Would that be an issue on the VOIP router which doesn't accept new switch?

Do the same in ISR side set speed and duplex.

If the new SE is c9300 then try upgrade IOS XE

I think it issue of L1 

Can you check speed and duplex

Yea, I set the speed 1000Mb and duplex full instead of auto on the new switch and moved the router over but no help. Thanks.

Do the same in ISR side set speed and duplex.

If the new SE is c9300 then try upgrade IOS XE
