With IP-VPN, the VPN head-end device will communicate to the VPN tail-end device over an IP network and relies on IP security protocols such as IPSec for security on the payload.
With MPLS-VPN, the VPN head-end device will communicate to the VPN tail-end device over a MPLS network. MP-BGP protocol is used for transporting customer routes.

Edison.
